This marks the first time in more than 20 years that EPA has used its rights in the Drug Administration Regulations (TSCA) to limit the use of toxic chemicals.
The EPA concluded in 2014 that TCEs in detergents and aerosol degreasers pose a potential toxicity risk to workers and consumers. TCE is a known carcinogen and studies have shown that TCE is also associated with a range of neurological, developmental and immunotoxicities.
In its 2014 assessment, the EPA also found that TCE is used in commercial vapor degreasers. The EPA is currently trying to solve this problem in another regulation, but the chemical industry strongly opposes limiting this particular use of TCE.
TCE is one of the first 10 chemical substances that the EPA will first conduct a risk assessment in the new TSCA promulgated in June, and EPA intends to use its new rights to evaluate all chemicals that are still in use.
“This is the first time in more than 20 years that we have restricted commercial chemicals that pose a potential hazard to public health and the environment,†said Jim Jones, EPA's administrative assistant for chemical safety and pollution prevention. “I am confident that the new power we have is the right we need to solve these important issues.â€
The last time the EPA tried to ban the use of toxic substances was in 1989, when they banned the use of asbestos, but the ban was lifted two years later.
The EPA expects them to be a little easier under the amended regulations, because it will soon be discovered that limiting the use of these chemicals is the easiest way to reduce risk.
