On the 23rd, Taiyuan City released the "Implementation Plan for Deepening the Reform of the Medical and Health System," which outlines a series of new policies across five key areas: the medical security system, the basic drug system, the medical service system, the equalization of health services, and the reform of public hospitals. These initiatives aim to better meet the fundamental healthcare needs of the people.
**Highlight 1: Increased Medical Insurance Payment Limits**
Currently, the city's urban workers' medical insurance, urban residents' medical insurance, and the new rural cooperative medical system cover all urban and rural residents. The participation rate of these three basic medical insurances has exceeded 70%, with a target of reaching 80% in 2010 and maintaining over 90% in the following years.
Within two years, all retirees from bankrupt enterprises and employees of struggling companies will be included in the urban workers’ medical insurance. Those facing difficulties can join the urban residents’ insurance after approval. College students will also be incorporated into the urban residents’ insurance program. This initiative is currently underway and is expected to be completed this year.
Workers in non-public enterprises can participate in either urban workers’ or urban residents’ medical insurance through flexible employment arrangements. Migrant workers who face challenges joining the urban workers’ insurance can opt for urban residents’ insurance or the new rural cooperative system in their registered area.
Starting in 2010, the maximum payment limit for the three basic medical insurances will increase from twice the average annual wage of employees, disposable income of urban residents, and per capita net income of farmers to about six times. The reimbursement ratio for hospitalization and major outpatient expenses will also rise, with urban employees and residents receiving 70% and 50% reimbursement respectively within the policy range. In 2010, farmers participating in the city’s insurance will be able to settle hospitalization costs directly at the hospital, and by 2011, this will be extended to provincial-level hospitals.
**Highlight 2: Zero-Rate Sales of National Essential Drugs**
The city will promote the implementation of the national essential medicine system, establishing a mechanism for selecting and adjusting essential medicines. All essential medicines used by government-run medical institutions will be procured, distributed uniformly, and sold at cost price without markup.
Strict regulations will be enforced on drug use in medical institutions, and supervision of essential drugs will be strengthened. By 2011, the sampling rate for drugs listed under the national essential medicines will reach 100%. Starting this year, all retail pharmacies and medical institutions must stock and sell national essential drugs. These drugs will be fully included in the basic medical insurance reimbursement list, with significantly higher reimbursement rates than non-essential drugs.
**Highlight 3: Village Coverage, Township Standards, County Improvement**
Over the next two years, the goal of “village coverage, township standards, and county improvement†will be achieved. This means every village will have a health center, township health centers will meet national standards, and county hospitals will improve their service quality.
From 2009 to 2011, the city will focus on strengthening four county-level hospitals, with two completing construction this year. Twelve central township health centers will be built, and 11 of them will be completed this year. This year, 40–60 square meter business buildings will be constructed for administrative villages that lack 126 village guard rooms. Village clinic coverage will reach 100% this year, with each clinic equipped with at least 5,000 yuan worth of equipment.
Over the past three years, 51 community health centers and 225 community health stations have been built or renovated, ensuring that each administrative village has at least one qualified village doctor.
