Medical reform guidance has not been introduced for three years

Since the implementation of the new medical reform, Guangdong Province has brewed guidance for the development of public hospital reforms. Liao Xinbo said that now three years have passed, but the plan has not yet been introduced.

According to Liao Xinbo, the key to the reform of public hospitals is whether they can reflect the public welfare of public hospitals and at the same time improve the enthusiasm of medical personnel. “I believe that the government should take the initiative to undertake the investment in hospital infrastructure, medical equipment procurement, personnel, and scientific research projects, and the hospital is responsible for operating, so as to enhance the enthusiasm of medical personnel.”

For example, it is not a simple matter to cancel the use of medicine for medical purposes. Drug procurement encounters

Today, the Guangdong government’s community health agency has fully implemented the basic drug system and has eliminated drug additions. However, Liao Xinbo said that in actual operations, due to the lack of supporting policies, a considerable portion of basic drug bidding has encountered difficulties. "Either it is expensive, it is difficult to be short-listed, or the price is low, and people are not producing. For this reason, many places blindly expand the list of basic medicines and cannot solve the fundamental problems.

Liao Xinbo frankly stated that the public hospitals at the county level are currently not very enthusiastic about medical reforms. One of the important issues is that the compensation for county-level hospitals remains unclear after the 15% drug addition is abolished. "County-level hospitals do not want to try first, so my initial assumption is whether the pilot county-level public hospitals that implement the basic drug system can temporarily cancel 15% of drug additions. After the supporting policies are improved, they will be gradually promoted. ”
