During the "11th Five-Year Plan" period, China's agricultural product quality and safety work has made important progress in the legal construction, law enforcement supervision, standardization of production, system construction and other aspects, and the quality and safety of agricultural products have been continuously improved. The pattern of supervision and regulation of the quality and safety of agricultural products has basically taken shape. The state has successively promulgated laws and regulations such as the "Agricultural Product Quality Safety Law," "Food Safety Law," and "Regulations on Supervision and Administration of Dairy Quality and Safety." The Ministry of Agriculture has formulated departmental regulations and mandatory technical specifications, and some local regulations or rules have also been implemented. Promulgated accordingly. In 2008, the Ministry of Agriculture established the Agricultural Products Quality and Safety Supervision Bureau, which performs the supervision and administration functions for the quality and safety of agricultural products. The law enforcement supervision of agricultural product quality and safety was further promoted. The activities of quality and safety of agricultural products have been organized and implemented in succession, effectively preventing the occurrence of major agricultural product quality and safety incidents, and ensuring the safety and reliability of agricultural products during the Beijing Olympic Games and the Shanghai World Expo. In-depth implementation of special countermeasures against agricultural capital counterfeiting, for farmers to recover direct economic losses of more than 7 billion yuan. We have implemented a comprehensive monitoring program for the quality and safety of agricultural products, routine monitoring, supervision and spot checks, and pesticide and veterinary drug residue monitoring. We have formed a quality and safety monitoring network for agricultural products that covers major cities in China and involves major agricultural products. The routine monitoring of consumer safety in large and medium-sized cities has expanded to include 6 categories of 101 products and 86 safety limit detection parameters. The monitoring area has covered 259 major agricultural product consumption cities nationwide.

The work of agricultural standardization has been steadily carried out. Focusing on the amendment of agricultural residues standards for agricultural and veterinary drugs, more than 1,800 agricultural national and industrial standards have been formulated during the “11th Five-Year Plan” period. The total number of agricultural national and industrial standards has reached more than 4,500, and the agricultural standard system has been gradually established and improved. Launched the implementation of the demonstration and production of standardized agricultural production. More than 500 state-level agricultural standardization demonstration counties (fields), 819 horticultural crop standards parks, and a large number of livestock and poultry standardization breeding communities and aquatic health farms have been established.

Safe and high-quality brand agricultural products developed rapidly. The certified production area accounted for the total area of ​​edible agricultural products. The quality and safety support system for agricultural products has made breakthrough progress. Organized and implemented the "National Plan for the Inspection and Testing of Quality and Safety of Agricultural Products (2006-2010)". It has invested in and built 36 agricultural product quality and safety research centers, 36 professional inspection and inspection centers, and 13 provincial-level regional testing centers. The “three products and one target” department has basically established the working agencies in the provinces and counties, and the system team has grown continuously. The National Expert Committee on Quality Risk Assessment of Agricultural Products was formally established according to law.

International cooperation and exchanges are deepening. Actively participate in the work of the International Codex Alimentarius (CAC) and raise the bargaining power of international standards. In 2006, China successfully won the qualification of the International Food Codex Committee on Pesticide Residues (CCPR). It has held four sessions of CCPR meetings and has continuously increased its influence in the formulation of international pesticide residue standards. Through the strengthening of international exchanges and cooperation, official comments on technical trade measures in major trading nations have steadily advanced.
