The Opinions point out that extensive training of grass-roots personnel at the county level and below has been carried out to unify the thoughts and actions to the decision-making and deployment of the central government, forming a concerted effort to promote medical reform. This has become a very urgent and important issue in the current implementation of medical reform organizations. Work is a powerful guarantee for ensuring that the reforms are effective, that the party and the government have the hearts and minds of the people, that medical personnel are encouraged, and that the masses receive benefits.

The "Opinions" make it clear that focusing on the key tasks of the current medical and health system reforms, the main objects of the centralized training for grassroots personnel at and below the county level in 2010 are: chief leaders of county-level medical reform leading groups; county-level development and reform, health, finance, and manpower The primary responsibility of comrades in the implementation departments of medical reform organizations such as resources and social security; the heads of primary health care institutions and medical personnel, including the responsibility of all primary health care institutions (not less than 60% of government-run grassroots medical institutions) covered by the basic drug system in 2010 People and all medical personnel must attend training.
